摘　　要：流域管理是解决中国水问题的重要途径之一。要做到依法管水、依法治水，必须建立健全流域为中心的水法规体系。如何规范流域管理机构的法律地位、立法权、执法及司法权问题是即将制定和出台的《流域管理法》的重要内容，也是进一步完善流域水法规体系的关键。Basin management is one of important ways to resolve the problem of water in China. Managing river and controlling water according to law, it must establish and perfect a system of law and rules taking the basin as a center. How to establish the legal status and legislative, judicial power as well as to enforce the law for the basin management organization, this should be an important content in the Basin Management Statute that is about to constitute and promulgate. And it also should be a key to consummate the system.
