英国社区卫生服务管理体制的经验与启示

摘　　要：运用文献综述和现场考察的方法分析和总结了英国社区卫生服务管理体制的经验:明确了相关部门的职责并保证各部门履行其职责;建立了钱随病人走的经费投入机制;促使相关部门建立合作伙伴关系;采取了居民参与决策的策略等。最后,结合英国的经验提出我国完善社区卫生服务管理体制的建议:在明确部门职责的基础上,促使相关部门履行其职责;在中央、地方的卫生部门与政府其他部门之间建立合作伙伴关系;建立"钱随病人走"或者购买服务的经费投入机制;探索社区居民参与决策的策略等。Through literature review and field survey, this paper analyzed and summarized experience for community health management system in the United Kingdom as follow： define responsibility for each sector and make them fulfil their responsibilities; set up a financing mechanism of ＂money follow with patients＂ ; establish a partnership between health seetors and some related seetors; adopt the strategy of ＂user involved decision making＂ . Finally, some comments were give as follow： urge related sectors to fulfil their responsibilities; establish a multi-sector cooperation mechanism and partnership among different stakeholders if possible; try to set up a financing mechanism of ＂money follow with patients＂ or ＂purchasing service＂ ; explore the strategy of ＂user involved decision making＂ .
