摘　　要：采用B/S结构设计并实现了评标专家语音通知系统。该系统采用科学的均匀分布概率机制随机抽取符合条件的评标专家,并通过语音服务器端程序负责将抽取到的信息转发给语音卡,实现自动通知功能,整个过程无需人工干预,避免人为操作的影响,有效保证评标专家信息的保密性,保证了招投标活动的公正性。The evaluation expert voice notification system is implemented by designing B/S structure. The system can probability choose qualified evaluation experts useing a scientific mechanism for uniformly distributed random. Through voice server-side the program is responsible for taking to the information transmitted to the voice cards. It has automatic notification function, the whole process avoids manual intervention because of without manual intervention. It ensures the confidentiality ofinformationln of the evaluation experts, thus ensures the impartiality of the biddingactivity.
