摘　　要：西方国家的发展史表明,社会保障制度具有化解社会矛盾与风险的重要功能,是维护社会稳定的重要制度安排。改革开放以来,我国处于三重社会转型时期,引发和累积了种种社会矛盾和风险,不利于我国和谐社会的构建。现阶段应高度重视建立健全社会保障制度在构建和谐社会中的重要地位,以济贫为重点,建立覆盖城乡的社会保障体系,同时政府在社会保障制度建立过程中应该承担主要职责。The history of western countries reveals that social security has the functions of solving social contradictions and risk-protection,and it is a significant system for the stability of the society. Since the opening and reform policy,China has been experiencing a period of social transition,and various social contradiction and risks are adverse to the establishment of a harmonious society. Therefore,we should attach due importance to the establishment of a sound social security and focus on the relief of poverty.
