南水北调中线工程干线分段两部制水价核算方法

摘　　要：分析了单一制水价和两部制水价的特点,结合南水北调中线工程的实际情况,选择成本加成法作为定价方法、两部制水价作为计价方式,明确了两部制水价的构成,阐述了两部制水价模型中各分项的核算内容和核算方法。采用南水北调中线一期工程可行性研究总报告中的投资费用数据资料,分8段核算了单一制水价和两部制水价的计算结果,并对单一制水价和两部制水价计算结果进行对比分析,结果表明,南水北调中线工程采用两部制水价的计价方式是合适的,水价核算方法是可行的,可供南水北调中线工程管理部门参考。The features of one-part water price and two-part water price were analyzed.Based on the middle route of South-to-North Water Diversion Project,the cost additive method was selected as the pricing method and the two-part water price system as the pricing mode.The constitution of the two-part water price system was defined.The accounting content and methods of items in the two-part water price system were described.Based on the investment data of the feasibility study report of the first stage of the middle route of South-to-North Water Diversion Project,the project was divided into eight sections to calculate the water price by use of the above two methods.A comparative analysis was performed for the results of one-part water price and two-part water price.The results indicate that it is appropriate to use the two-part water price system in the South-to-North Water Diversion Project,and the water price calculation method is feasible.It is helpful to the middle route management departments of South-to-North Water Diversion Project.
