村庄基础设施规划导向与措施保障分析——以北京市新农村为例

摘　　要：通过分析京郊新农村村庄基础设施规划现状，划定了村庄基础设施规划的范围为街坊路、安全饮水、污水处理、厕所改造、垃圾处理等“五项基础设施”。根据调研数据，概述了京郊新农村村庄基础设施建设应用中存在的问题；以后奥运建设和城乡一体化发展为目标，促成村庄基础设施建设的有序推进及配套建设的统筹安排，以改善村庄生产生活条件和村庄环境，促进农民增收为终极导向，分析并提出了村庄基础设施建设规划实现的措施保障。The essay mainly analyses the programming situation of the infrastructure in the new rural villages in the suburbs of Beijing, which lays out the scope of the five infrastructures in the rural villages, namely neighborhoods streets and roads, drinking water safety, wastewater treatment, toilet rebuilding and garbage disposal. According to the data in the survey, it is summarized in the essay the problems existing in the facilities construction, prorooting the orderly advance of the construction and the overall arrangement of mating establishment, being targeted at the post-Olympic Construction and the unified development between the city and the countryside. It is analyzed and put forward the supporting measures to realize the programming of the facilities construction on the basis of improving the rural conditions and environment and increasing the farmers＇ income.
