摘　　要：文本、图片和图形等静态媒体在满足面向高层的战略决策训练的可视化需求方面变得日益困难。因此,电视新闻媒体被引入进来解决这个问题。设计了一种多媒体电视新闻系统—虚拟新闻。虚拟新闻集文字、图像、音频和视频于一体。详细讨论了工作原理、结构、关键技术、优点以及和其他类似电视新闻的比较。在国防大学,虚拟新闻成功地应用于面向高层的战略对抗演习。结果表明,虚拟新闻能够有效地满足战略对抗演习的需要。Traditional static presentation approaches such as text,image and figure are becoming increasingly difficult to satisfy the needs of strategic decision-making training for top officials.As a consequence,TV news media has been introduced to cope with this problem.In this paper,a system of multimedia television news has been designed,which is virtual television news （VTN）.Text,image,audio,and video are well fused into VTN.The whole paper is divided into five parts.It is structured as follows.The background is addressed in the first part.In the second part,the principle,structure and key technologies applied in VTN are discussed in detail.Advantages of VTN compared with traditional static presentation approaches are discussed in the third part.In the fourth part,comparisons with other similar TV news media developed by foreign company are discussed in detail at four aspects of goal,principle,cost and result.In the last part,we make a conclusion of VTN.VTN has been applied in strategic seminar gaming （SSG） in National Defense University of PLA.The participants who took part in these gaming thought that VTN created a vivid information environment for them and it felt like a true media.Our results show that VTN is an effective solution to satisfy the needs of SSG.
