摘　　要：城市规划实施保障体系的建立,能够将城市规划实施工作置于可控的制度化环境中,并纳入到社会整体的相互协作中,从而确保规划目标及内容的实现。基于对城市规划相关实施主体和实施机制的分析,为确保城市规划的顺利实施,应从制度保障、程序保障、权限保障和资源保障四方面着手构建城市规划实施保障体系。A system that would guarantee the implementation of approved urban plans must establish a controlled construction environment with integrated general social coordination. An implementation assurance system would require unique institutional and procedural cooperation to provide the rights and resources necessary to establish a mechanism capable of guaranteeing urban plan realization.
