摘　　要：通过对我国村镇规划编制历史进程的分析可知,长期以来我国重城市建设,轻乡村建设,导致乡村建设存在缺乏科学规划、基础设施配置滞后、缺乏法规标准等问题。针对当前我国村镇规划编制在规划体系、规划标准、规划内容及规划实施等方面存在的问题,应有针对性地提出未来我国村镇规划编制的重点、方向和完善措施,大力提升村镇规划编制和管理水平,使编制办法、技术与标准能够适应相关制度和乡镇村庄发展要求,以实现统筹城乡、推进一体化发展、全面建设社会主义新农村的目标。A review of the history of the compilation of town and village plans reveals that these plans have traditionally lagged behind the sophistication of city plans. This results in less scientific planning, a lack of infrastructure, and insufficient planning legislation in town and village plans. This paper emphasizes methods and directions that will improve plan compilation and management in towns and villages. This will promote the creation of plans that meet the institutional and development needs of towns and villages, and ultimately the realization of integrated rural and urban development.
