黑龙江省“一事一议”财政奖补政策效应实证分析

摘　　要：黑龙江省"一事一议"财政奖补政策体现了地方政府对村级公益事业领域管理的宗旨与目的,利用公共财政有偏重地无偿资助农村公益事业结构中较为薄弱的环节,形成了政府在准公共产品领域推动农村公益事业投资的引导机制,促进了"一事一议"机制的有效开展和农村小型公益事业的快速发展。但该政策在实践过程中也出现了一些亟待解决的操作层面问题,需要简化奖补程序、调整奖补办法、因地制宜地制定奖补标准和通过建立制度为奖补资金形成稳定来源,从而进一步推动村级公益事业建设和为其他省份开展此项工作提供有效的政策借鉴。Heilongjiang finance premium policy for ＂one case,one meeting＂ system embodied the management objectives of local authority to the village-level public utility domain, made using of public finance premium to subsidize the weak point of rural public utility,formed the guidance mechanism of rural public utility investment, promoted the rapid development of village-level public utility. But the policy divorced from the reality in some aspects during implementation,the local authority needing to predigest the finance premium procedure and revise the finance premium method, setting finance premium standards according to local conditions, forming a stable source of finance premium funds by establishing system.
