加强浙江省林业产业体系建设的研究

摘　　要：在分析浙江省林业产业体系建设现状和发展特点的基础上,指出其建设过程中存在的产业结构失调:第一产业产值低,供需矛盾突出;第二产业内部竞争激烈,产品附加值低;第三产业发展滞后,生态旅游尚处起步,林业产业建设和发展资金缺乏、林业产业行业协会指导力度不够等问题,并分析了存在这些问题的原因。提出了进一步推进浙江林业产业体系建设的对策:制定优惠的产业政策,增加对林业的投入;提高林地产出率,做实第一产业;增加产品附加值,做大做强第二产业;开展生态旅游,拉动第三产业;加强行业协会指导等。Base on the analysis of the actuality and characteristics about building in system of forestry industry of Zhejiang province, pointing out some issues existing in the developing process. Such as, the structure of industry is out of line, representing in the output of primary industry is low , contration between supply and demand is obvious, competition in the secondary industry is fierce, the added- value of pruducts is low, the development of eco - tourism is just in the beginning, lacking of money; the guidance of associations is not enough and so on,. then analysis the reasons of these problems. Finally in order to promote the system of forestry industry of Zhejiang to get further development we provide some measures responding to above issues. For example, drawing favorable industrial policies, increasing investment to forestry, improving output of forest land to strengthen the primary industry, increasing added - value of products to make the secondary industry become bigger and strongger, developing eco - tourism to accelerate the development of tertiary industry.
