公共行政变革的现实路径

摘　　要：在新时代条件下,当代中国政府的公共行政职能变革,必须在新的路径中得以实现。这就是修正或者转换其身负千年之久的前现代性的政治统治职能,充分利用和积极借鉴现代主义的公共管理职能模式与后现代主义的治理服务职能模式,生成与和谐社会要求相适应的治理型政府。"社会主义和谐社会"的提出和构建,既表明中国政府公共行政实践在宏观层面的一种价值性规制,同时也是对世界范围内公共行政改革潮流的内在价值指向的应和。Under the new historical conditions,contemporary changes in the functions of the Chinese government＇s public administration must be in the new path and that can be achieved.It should be realized by the following paths：to amendment or to change the function of the government that is charged with a thousand years,pre-modern nature of the functions of political rule,to fully utilize and learn from the modern doctrine of public management functions mode and post-modernist mode of governance of service functions,to produce a harmonious society of governance suited to the requirements-oriented government.To build a ＂socialist harmonious society＂,it not only means that the Chinese Government at the macro level of public administration is practicing a value of regulation,but also is corresponding the the intrinsic value of public administration reform of worldwide trend in public administration.
