摘　　要：第二轮志书编纂需要处理好四个问题:1.关于改革开放时代特点和记述表现形式。为体现改革开放的时代特点,目前比较普遍的记述形式有大集中、小集中和分散记三种。三者利弊比较,分散为上,小集中为中,大集中为下。具体可以根据内容灵活选用记述形式。2.关于篇目结构科学设置与层次多寡。篇目设置的总要求是科学分类与社会分工相结合,省级或内容较多的志书,设置的篇目层次应多于市县级或内容较少的志书。3.关于内容的完整性和具体表现形式差异。在遵循志书编纂基本要求的前提下,根据各部分的内容,表现形式要具体化、个性化,各种志书体裁综合运用。4.突出反映地方特色可以采用专记突出法、升格突出法、自然突出法等科学方式。It’s necessary to handle well the five questions related to the compilation of the second-round local records. 1. With regard to the features of the times of the reform and opening up and the form of expression of the description, general practices could be classified into three categories, namely great concentration, small concentration and dispersed description to reveal the features of the times of the reform and opening up. In comparison, dispersed description is regarded as the best while small concentration and great concentration remain in the middle and in the last. The form of description can be chosen flexibly according to the contents. 2. With regard to the scientific arrangements and the layers of the table of contents, general requirement is the combination of scientific classification and social division. The provincial records or the local records with rich contents should contain more layers than the municipal and county records or the records with less contents in the arrangements of the table of contents. 3. With regard to the issue of integrity and the difference of the concrete form of expression, and in respecting basic requirements of the compilation of local records, various themes should be used flexibly and synthetically in order to realize the concretization and individualization of form of expressions according to the contents of various parts. 4. Some scientific methods such as special description, upgrading description and natural description could be adopted in order to highlight the local features.
