摘　　要：公共借阅权的概念随着其实践不断演进发展。本文对公共借阅权的概念作了新的定义,分析其法律特点,归纳其立法模式类型有版权模式、准版权模式和文化政策模式,并对三种模式加以比较。With the advancement paper gives a new definition for three legislative modes of PLR, and does a contrastive study of of practice in Public Lending Right, the concept of PLR has developed. The the concept of PLR, analyses the legal characteristics of PLR, summarizes including copyright mode, quasi-copyright mode and cultural policy mode, the three modes.
