摘　　要：我国高校图书馆罚款制度受到传统的特别权利关系理论的明显影响。然而,特别权利关系理论的变革和修正也为建设更加科学合理的罚款制度提供了新的思维。高校图书馆应从特别权利关系理论的发展趋势中受到启示,并以其创新成果为指导,不断完善罚款制度。The penalty system of university library has been obviously influenced by the theory of special power relationship. However, the development and perfection of the theory provide a new thought on constructing a more scientific and reasonable penalty system in university library. So the university library should take the new achievements of the theory as the instruction to perfect its penalty system.
