摘　　要：信息公平包括信息获取的公平和信息分配的公平两方面。研究信息公平必须研究制度。信息公平和制度两者是辩证统一的关系。研究信息公平与制度关系的目的是探寻我国在维护信息公平方面还需建立和健全哪些制度。Information equality includes the equality of information access and distribution.Researching information equality have to look at institution.They are dialectical unity.The purpose of researching the relationship between information equality and the institution is exploring which institution should be established and perfected.
