三网融合“元年”的IPTV政策评析

摘　　要：2010年国务院常务会议出台了"三网融合"的时间表和路线图,被誉为"三网融合"元年。在2010年,作为"三网融合"重要新兴业态的IPTV也呈现了中国网络电视台进入营运和"广西事件"截然不同的状态。IPTV在技术层面已基本不存在问题,其症结在体制,解决之道在政策。In 2010, the State Council executive meeting published the time schedule and route diagram for the convergence of three networks, which is viewed as the first year of the convergence of three networks. As the new and important business pattern for the convergence of three networks, IPTV shows that the network television stations have been getting into the operation state which is completely different from the Guangxi Event, and there is fewer technical problems existing in IPTV, which leaves the main crux to the system obstacle and forwards its key solution to policies.
