摘　　要：改革开放三十年,我国经济取得了举世瞩目的成绩,一些关系民生性质的问题尤其是社会保障体系建设问题也日益突出。当前社会保障凸现覆盖面窄、社会化程度低、收支脱节、管理和监督不到位等问题。文章认为,必须明确社会保障制度改革的价值取向,扩大社会保障的涵盖面,拓宽社会保障基金来源的渠道,建立独立核算的支付体系,改革和完善社会保障管理监督机制,为弱势群体表达自己利益的渠道提供制度化的安排,理性和制度化的方式化解冲突,调整社会中的利益关系与格局,真正落实扩大内需的宏观政策转型,进而构建和谐社会。Since reform and open up, China has obtained great achievements, however, some problems relevant to social affairs such as the social security system still needed to be paid attentions on. There are problems such as low coverage, low level of socialization, weak management of balance of payments and supervision still exist social security system in China. This paper considers that we have to demonstrate the reform of the social security system values, and expand social security coverage, broad the source of the channels for social security fund, establish an independent accounting of the payment system, reform and improve the social security management and supervision mechanism for the expression of vulnerable groups their own interests, use rational and the institution way de-conflicting accent, adjusts in social the interest relations and the pattern, the real implementation of the ＂expanding domestic demand＂ which is macro-economic policy reforming, so as to build a harmonious community.
