摘　　要：观测指标体系研究对有效地开展西北地区土地利用与管理形势观测点建设,提升土地督察工作科学性和成效具有重要意义。在全面分析土地利用与管理的内涵、职能与主要任务的基础上,采用层次分析法对初步设计的备选观测指标进行了筛选,最后建立了西北地区土地利用与管理形势观测指标体系,包括6个目标层,9个子目标层和15个指标。This paper intends to construct the observation index of land use and management situation, provide a technical basis for the supervision of state land to conduct situation analysis and observation construction, and further strengthen science and efficiency of land supervision. Based on an integrated analysis of connotation and content of land use and management, the paper uses methods of integrated analysis and Analytic Hierarchy Process to filter the observation indexes and finally constructs the observation index system of land use and management situation in the northwest region, including six target layers, nine sub-target layers, and fifteen index.
