城市边缘区土地利用总体规划技术探讨——以西安市灞桥区为例

摘　　要：采取实证分析法的方法,总结城市边缘区一系列土地利用的特征,根据这些特征提出了土地利用总体规划的城乡统筹原则、集中原则、控制原则和经济—社会—生态并重原则,设计出了相应的规划技术方法,即细化土地利用战略研究、"分散组团"空间结构、弹性规划法、主城区隔离带。在西安市灞桥区土地利用总体规划修编中采取了上述规划原则与技术方法,取得了较好的规划效果。By using empirical approaches, the paper summarizes the characteristics of land use in fringe areas, and, based on the characteristics, puts forward the principles for the overall land use planning and devises corresponding techniques including detailed strategies of land use, reorganized spatial structure, flexible planning and separated zones in downtown area. The practical work in Baqiao District has proved the effectiveness of these principles and techniques.
