摘　　要：公共财政投入科技项目的验收评价机制建设是一项复杂的社会系统工程,而评价主体在其中发挥着至关重要的作用。以评价主体及其关系为分析视角,发现我国科技项目验收评价机制中存在的实际问题,是由于两方验收机制自身的缺陷,而引发机制运作和绩效问题的根本性矛盾使评价主体之间的权利失衡。借鉴英、法、美等国的相关实践经验,从立法、主体独立性、监管机制、遴选和信用机制等方面,提出进一步建设和完善我国科技项目验收机制的对策建议。Appraising mechanism construction of S＆T Project funded by public finance is complicated social system engineering and appraising subjects play a crucial role in it. From the perspective of relationship between the subjects, we find out that the practical problems existing in the appraising mechanism are stemmed from the defect of bipartite mechanism itself. Meanwhile, the essential contradietion of operation and performance is stemmed from the power imbalance between the appraising subjects. By reference to the practical experiences of Britain, France and the United States, the countermeasures and suggestions on further improvement of S ＆T project appraising mechanism are given in terms of legislation, subject independence, the regulatory mechanism, the selection and credit mechanism.
