摘　　要：详细介绍世界级超长公路隧道——秦岭终南山特长公路隧道的监控、养护、安检、消防、路政、值勤等机构的设置、职能及人员配备等情况,并论述该隧道的管理理念、机构应急响应模式、安全宣传手段及节能措施等。同时,简要描述唯一一次火灾事故的发现、处理等全过程,验证火灾措施的可靠及机构设置的必要性。为确保公路隧道安全、畅通、经济的运营,隧道运营机构的规划、设置及人员配备;特长隧道的防灾救援措施的合理及系统响应;丰富和发展我国隧道运营管理技术提供了丰富、详实的一手资料。Qinling Zhongnanshan tunnel is a world-class super-long highway tunnel. Monitoring department, maintenance deparlmeul, safety inspection department, fire fighting department, road administration department and on-duty department are established for the operation management of Zhongnanshan tunnel. The responsibilities and staff allocations of these departments are presented in detail. The management concept, emergency response modes, safety promotion methods and energy-saving measures of the tunnel are expounded. Since the tunnel was put into operation, only one fire incident has occurred. The detection and treatment of the fire incident are described. It is verified that the fire fighting system is reliable and the departments established are necessary. The paper can be served as reference for similar works in the future.
