摘　　要：面对金融危机和结构型战略调整,内蒙古经济的可持续发展必须走科技创新之路。然而,内蒙古全社会R&D投入因缺乏多层次的金融支撑体系、缺乏自主增长的财政科技投入机制和企业自主创新投入动力不足等因素严重制约了内蒙古科技创新能力的提升。因此,建立创新型内蒙古,必须构建行之有效的金融支撑体系,并建立具有鲜明的政策导向的金融配给长效机制。Faced with the financial crisis and strategic structural adjustment, Inner Mongolia economy should be innovated scientifically in order to achieve sustainable development. However, investment in R＆D by the whole society seriously restricts the promotion of its innovative capability due to its lack of multilevel financial support system, the independent financial and R＆D investment system and the low motive of self innovative investment by enterprises. Therefore, to construct innovative Inner Mongolia, it is necessary to set up feasible ＂and effective financial support system, long term financial distribution system under remarkable policy guidance.
