摘　　要：全面介绍了我国防汛抗旱指挥决策的总体要求及其主要考虑因素,并重点从工程调度、工程抢险和紧急救助三个方面阐述了防汛抗洪指挥决策的基本策略,从饮水安全、抗旱浇灌和水量调度三个方面阐述了抗旱减灾指挥决策的基本策略。It introduces the overall requirements of flood control and drought relief decision-making and the major factors should be considered in China.
