摘　　要：第四等级报刊观念自上世纪初传入我国至今,对其研究乏善可陈。至今为止对谁提出来的这个概念还语焉不详,众说纷纭,本文基于对涉及其中人物的著述与政治观念的分析,致力于回答究竟是谁第一个提出了"第四等级"的报刊观念。The idea of press as Fourth Estate was introduced in China in the beginning of the 20th century,but this concept had not been fully studied.The Chinese academic circle has been not sure of the first person who proposed this term.Based on the relevant political and historical writings of 18th century,this article explores the terminology of＂Press as Fourth Estate＂and thus clarifies the issue on who first applied the term of Fourth Estate to newspaper press.
