摘 要:本文通过对国内外文献的梳理与分析发现,身份障碍、劳动技能、权益保障及土地流转等问题是影响农民就业质量的主要障碍。农民就业面临着务工与务农、进城与回乡、农民与市民、增收与发展等诸多艰难选择。政策选择上应改变农民不需要就业和务农不是就业等观念,把帮助农民就业纳入宏观就业促进与社会发展战略,消除农民就业障碍,多渠道转移农民就业。Through reviewing and analyzing the relative literatures, this paper points out that identity discriminate on, labor skills, rights protection, land transfers and so on are the main obstacles affecting the quality of peasants' employment. The peasants are facing diffieuh choices: to be farmers or to be workers, to migrant or stay in their hometowns, to be peasant or to be citizens, to increase income or to development themselves etc. Policy options should change the concepts such as the peasant does not need employment and to be farmer isn' t employment etc. Government should take peasants' employment as an important part of the employment promotion and social development strategy, take measures to eliminate the barriers to peasants' employment and to help peasants get jobs through various channels.
