“公民论坛”中的地方政府回应——以南京市“市民论坛”为例

摘　　要：地方政府回应通过促进公共理性的互动交流采推进善治，而公民论坛活动则是在社会政策层面推进地方政府回应的重要举措。我国已有一些城市开展了“公民论坛”活动，其中南京市的“市民论坛”活动为其他城市树立了榜样。然而诸如“市民论坛”之类的民主政治改革能否肩负推动地方政府回应与中国基层民主成长的重任？笔者分别于2006年和2008年对南京市的“市民论坛”活动进行了深入地延续性调研，以更进一步了解真实世界中公民论坛活动开展的现状，剖析影响和制约公民论坛活动深入开展的深层原因及其背后的逻辑，期望为我国其他城市开展公民论坛活动以及建构和完善地方政府的回应机制提供数据支持和可资借鉴的模式选择。Local governments should take response to improve good governance through public rational knowledge interaction. There-fore, citizen forum is an important measure for improving local government response at the level of social policy. There are some cities branching out citizen forum activities, among them, Nanjing＇s ＂city residents forum＂ sets a good example for other cities. Whether or not the democracy reform such as the ＂city residents forum＂ could take on the duties of Chinese grassroot democracy growth and drive government response？ According to the continued survey on Nanjing citizen forum activities in 2006 and 2008 separately, the author further realized the state of its development in the real world, and analyzed the factors of influence and confinement to citizen forum activities development as well as its invisible logic, and hopes to offer the data support and the quotable pattern for choosing and developing citizen forum activities and improving and building local government response mechanisms in other cities.
