促进社会组织参与公共危机治理的路径探析

摘　　要：伴随着全球社团革命的兴起及治理理念的提出,现代公共危机的治理主体不仅指政府,社会组织正在成为一股重要的参与治理的力量。社会组织不仅以市场失灵、政府失灵以及公民社会发展等多种理论获得支持,实践中它还在公共危机发生时进行社会动员与整合、疏导化解冲突矛盾、修复与回应反馈等方面发挥着重要作用。要加大社会组织的参与与协作,推进公共危机的多元共治,必须建立政府与社会组织的协作关系,形成良好的互动应对机制,克服制度性缺陷,有效发挥社会组织参与公共治理的主要领域,在社会组织内部建立完整的危机应对机制以及创建良好的法律制度保障,为社会组织参与治理提供动力支持。With the rise of the revolution of global corporation and the concept of Management, the main part of Public Crisis Management does not only refer to govemment, but also to social organizations a significant force in the area of Management. Social organizations are not only supported by a variety of theories,such as Market Failure Theory, Government Failure Theory and the Development of Civil Society Theory etc,but also have played an essential role in practice,because they are able to mobilize and integrate the whole society when the public crisis occurs ,to dcal＇with the crisis fast ,flexibly and professionally, to relieve and resolve social conflicts, and to restore and respond to feedbacks. In order to enhance the participation and collaboration of social organizations and to promote the Polycentric Management for the public crisis, we need to establish the collaborative relationships among government and social organizations, to create a good interactive response mechanism to overcome the institutional shortcomings and broaden the range of public management, and to build a complete Crisis - Response Mechanism and a favorable legal system as supports for social organizations to take part in the Management.
