摘　　要：本文首先采用了文献调研法,对科技部制定的《科技查新规范》和相关文献进行了分析,了解科技查新中每一个工作流程的操作规范,并通过现场调研确定了形成查新报告的4个过程及主要影响因素;然后通过专家咨询,收集、分析每位专家的意见和建议,对各个主要影响因素进行分析、筛选,最终得到查新报告质量评价体系的各级指标。By the use of literature investigation method,this paper firstly analyzes the＂Specifications for Scien-tific and Technical Novelty Checking＂formulated by the Ministry of Science and Technology and their relevant litera-tures,learns the operating specifications of each work flow in novelty checking,and through on-the-spot investiga-tion,determines 4 processes in the compilation of novelty checking report as well as their impact factors.Then,through expert consultation,the paper collects and analyzes the opinions and advices of each expert,and analyzes and screens each major impact factor.Finally,the indicators at various levels for the quality evaluation system of novelty checking report are given.
