摘 要:在我国,建筑能耗在总能耗中的比例很大。建筑节能可有效减少温室气体的排放,对于降低建筑能耗、实现我国能源的可持续发展具有重大意义。清洁发展机制(Clean Development Mechanism,CDM)是基于《京都议定书》框架下的一种新型机制,它可实现双重目标:既能帮助发展中国家实现可持续发展,又可帮助发达国家履行其温室气体减排的承诺。CDM作为全球碳市场的一部分,在我国发展迅速,但在建筑节能领域,发展较为滞后。本文通过对建筑节能CDM方法学适用性的研究和建筑节能CDM项目现状的分析,指出了CDM项目开发中的障碍,并提出了应对这些障碍的建议。In China,there is a high proportion of building energy consumption in the total one.Meanwhile,it is well known that greenhouse gas emission can be reduced effectively with building energy efficiency.Furthermore,building energy efficiency is important for lowering the building energy consumption and realizing the energy sustainable development in China.The clean development mechanism(CDM) is a new strategy based on the framework of Kyoto Protocol.With this mechanism,two targets will be realized,one is promoting the sustainable development in developing countries,the other is supervising the greenhouse gas emission reduction in developed countries.As one part of the global carbon market,CDM developes rapidly in China,while its development is inadequate.In this paper,the applicability of building energy efficiency CDM methodology was studied and the current situation of related projects was discussed.Based on the analysis,the barriers during the development process of CDM projects were pointed out,and some suggestions to deal with the barriers were put forward.
