摘 要:水库移民安置涉及社会、经济、环境、自然资源等诸多领域,是一个多层次、多目标、多属性的复杂系统工程。因此,移民安置效果尤其是生活水平的评价一直是移民理论研究关注的重点。基于有序加权平均(GIOWA)算子的多属性决策方法,在解决模糊决策、风险管理等实际问题中应用较多,但在水库移民安置效果评价方面的应用尚处于探索阶段。为此,基于GIOWA算子、应用模糊数学理论和层次分析原理,将移民生活水平划分为极好、很好、好、较好、一般、较差、差、很差、极差9个评定等级,确定每个等级的分值范围,建立了水库移民安置生活水平模糊综合评定模型。利用所建模型对黄河某水库的4个移民安置点进行了计算分析,其结果较好地反映了移民生活水平的实际情况。研究结果表明,所建模型是合理、实用和可行的。Reservoir resettlement relates to a lot of fields such as society,economy,environment,natural resources,and it is a multi-level,multi-objective,multi-property complex and systematic project.Therefore,resettlement results,especially the evaluation of the living standard of resettlement has become the focus of theoretical research.Multi-attribute decision-making method based on GIOWA is widely used concerning solving fuzzy decision-making and risk management problems,but the application of reservoir resettlement evaluation is still in the stage of exploration.This paper,based on GIOWA and fuzzy mathematical theory and AHP theory,divides resettlement living standard into 9 rankings: extremely good,very good,good,fairly good,just so-so,relatively poor,bad,very bad,and gives mark range for each grade range,establishes mathematical models in reservoir resettlement living standards,finally evaluates four resettlement placement spots of the Yellow River Xiaolangdi Reservoir by model,which reflects actual situation of resettlement living standards.The findings indicate that the established model is reasonable,practical and feasible.
