摘　　要：通过对3G系统的技术标准的研究和对3G系统提供的相关业务流程的分析,讨论了通过3G系统进行语音保密通信的三种模式:即TrFO模式(Transcoder Free Operation)、类语音模式和VOIP模式。文中阐述了每种模式下保密语音的传输过程,利用类语音模式和VOIP模式,开发出的TD-SCDMA保密手机成功地实现了保密话音在3G系统(TD-SCDMA)中的传送,保密话音音质良好,而TrFO模式的实现则还有待于TrFO功能的开通。Through studying the technical standards of 3G system and analyzing the 3G-related service processes,this thesis discusses 3 secure voice communication modes for 3G system,including TrFO（Transcoder Free Operation）mode,speech-like mode and VoIP mode.Moreover,the thesis describes the transmission process of secure voice in each mode.Bt using speech-like mode and VoIP mode,the TD-SCDMA secure cellphone is developed,thus the secure voice communication over 3G network（TD-SCDMA）successfully implemented and good voice quality in these two modes acquired.However,the realization of secure voice communication in TrFO mode would rely on the implementation of TrFO function.
