模糊综合评判模型在聊城市土地利用现状评价中的应用

摘　　要：在阐述指标体系构建原则的基础上,建立了由土地开发利用程度、土地集约利用程度和土地利用综合效益3大准则、21项单因子组成的聊城市土地利用现状评价体系,通过征求专家意见,运用AHP方法确定了单因子的权重;运用模糊变换原理与最大隶属度原则来分析和评价模糊系统的方法,建立了模糊综合评判模型.结果显示,聊城市土地利用现状总体程度较高.从准则层分析,土地开发利用程度一般,集约利用程度和综合效益较高,基本符合聊城市近几年的发展现状,土地利用已经步入基本合理阶段.同时,对今后聊城市土地利用提出了提高土地集约利用水平、推进土地市场化进程;充分发挥土地的经济效益、加强生态环境保护;实现土地的可持续利用3个方面的建设性措施.According to the status quo of Liaocheng City＇s land-use,the principles for construct index system to evaluation Liaocheng City＇s land-use are discussed.According to the principles,the index system of evaluation has been established.It includes three criterions which are land exploitation,land-use intensity and comprehensive efficiency of land-use and there are 21 factories under three criterions.After consulting some specialists＇ opinions,the weight of every factory has been defined by analytic hierarchy process.Through applying the principles of fuzzy transform and the principles of maximum degree of membership function,a fuzzy synthesis evaluation model of present land-use of Liaocheng City was formed.The evaluation result shows that the degree of Liaocheng City＇s land-use is overall higher but not reached to highest.According to the criterions analysis it gets the conclusion that the land exploitation is in middle level,the land-use intensity is higher and the comprehensive proficiency of land-use is also higher.The results from this evaluation is consistent with the reality of Liaocheng City＇s land-use.On the whole,Liaocheng City＇s present land-use is making its＇ step to reasonable stage.According to the problems that exist in present land-use of Liaocheng City,some reasonable advices for improving the land-use status eqo are put forward.The main measures are to improve multiple crop index of cultivated lands,to enlarge the area of mechanized farming lands,to improve intensity of construction land and output level of cultivated land,to enlarge green land of urban area and increase the share of forest land to improve forest coverage rate,to better up land market and ecological environment to gain sustainable development of Liaocheng City＇s land-use.
