摘　　要：强调要加速发展山西经济，必须解决好七个问题：科技与经济的关系问题、科技与人才的关系问题、科技与管理的关系问题、普及与提高的关系问题、科技与应用的关系问题。Emphasizing that seven problems must be well solved for the purpose of promoting economic development of Shanxi Province. They are the relation between sci-tech and economy,the relation between sci-tech and talents, the relation betwween sci-tech and management, the relation between popularization, the relation between application and innovation, and the problem of that all the heads of the Party and the Government should pay special attention to sci-tech input.
