摘　　要：产业结构的调整与升级,不仅是转变经济发展方式、优化资源配置、形成新的竞争优势和经济增长点、主动适应国内外市场变化,增强应对市场风险能力的保证,也是保增长、扩内需、解决民生问题的重要途径。The reformation of the industrial structure will be helpful for the following： the change of economical developmental pattern,maximizing the use of resources arrangement,the formation of competitive advantage,adapting actively to the new conditions of market,strengthening ability to cope with a complicated situation,solution of people’s livelihood.The writer gives his opinion on the reformation of the industrial structure and the betterment of people’s livelihood of Qinghai.
