摘　　要：针对目前我国市政公用事业改革中存在的问题,为了探究市政公用事业监管的内涵与历史发展,证明其在市政公用事业改革过程中的适用性,文章对当前国内外学者关于市政公用事业监管特点、历史发展、存在问题及对策等的研究进行了分析与概述。Based on the problems in present reforms of China＇s municipal public utilities,the article analyzes and reviews the regulation characters of municipal public utilities,its historical development,the problems and countermeasures suggested by both domestic and international scholars at present,as part of the efforts to elaborate the implications and historical development of the regulation of municipal public utilities.
