摘　　要：金属矿工程引发的水土流失主要发生在露天采矿、地下采矿、选矿、冶炼等建设和生产过程中,具有占地面积大、挖填土石方量巨大、排弃废石和尾矿数量多、水土流失影响区域大时段长的特点。除了应遵循生产建设项目水土保持准入条件通用条款外,提出金属矿工程否决、限批和缓批的水土保持项目准入条件35条,需修正主体设计后再报批的条件4条,需修改完善水土保持方案后再报批的条件3条,以及金属矿工程水土保持方案优先审批和修改后审批的5条意见。Metal mine projects,which are characterized by occupation of much land,great amount of earthwork,large quantity of abandoned barren rocks and tailings,result in soil and water losses by means of opencast mining,underground mining,mineral separation,and the construction and operation of smelting projects.Such projects generally have impacts in a larger area for a longer time.Besides the conditions in ＂Universal items of permitted requirements of soil and water conservation for production and construction projects＂ to be observed,this research has put forward another 35 items of permitted requirements of soil and water conservation for the approval,restricted approval and delayed approval of metal mine projects.4 items of permitted requirements that require the rectification of the main design,3 items that require revision of soil and water conservation program have also been put forward.Based on what is afore said,5 items items of permitted requirements of priority approval are pointed out as well.
