摘 要:基于爱河流域水资源丰富、水能蕴藏量大,但水资源开发利用程度较低、部分工程老化等实际问题,对爱河流域进行了水资源配置规划,并构建流域可持续发展的水资源保障体系,以确保爱河流域的可持续发展。水资源保障体系包括水利水电工程措施、水质保障、水资源安全预警、非工程措施等。按照本文构建的水资源保障体系,可使得流域水资源利用率从2000年的2%提升至2025年的29.6%,充分发挥水资源对经济增长、流域发展的支撑作用。To ensure the rapid economic development and sustainable development of Aihe River Basin, a water allocation planning was proposed and a water resources guarantee system for Aihe River Basin was constructed in the paper based on the factors that the Aihe River Basin has so much water resources but is not used well and some of the projects are aged. The water resources guarantee system inclodes engineering measurs of water resources and hydropower,guarantee of water quility,safaty forecast of water resources and non - engineering measurs and so on. The water resources guarantee system proposed in this paper can increase the utilization of water resources from 2% in 2000 to 29. 6% in 2025,witch means the water resources can play the most important support role in economic and sustainable development of Aihe River Basin.
