我国农民工社会保障问题再思考

摘　　要：随着社会主义和谐社会战略的提出,特别是全球性金融危机的冲击,农民工的社会保障问题也日益得到全社会的关注。正视此问题,寻找其根源,并积极探索化解之路更是当务之急。当前,我国农民工社会保险依然缺乏,社会救助和社会福利依然缺失,这主要是由制度"瓶颈"问题,地方政府、用人单位、农民工自身三大主体顾虑太多以及不科学的思想观念造成的。从户籍制度改革、完善社会保障体系、提高农民工素质三方面提出相应的对策。At present,China＇s migrant workers are still lack of the social insurance.The social assistance and social welfare are not established yet.These are primarily caused by a system of ＂bottleneck＂ problem,three main concerns：local governments,employers and migrant workers,and unscientific ideas.The countermeasures,from the household registration system reform,improving the social security system,and bettering the quality of migrant workers,are put forward in the paper.
