人大预算绩效监督考评体制的全方位考察

摘　　要：人大对政府财政预算支出的监督是人大制度改革与完善的重要突破口。如今,人大对政府财政支出绩效的考评已不再是为什么要考评的问题,而是如何进行科学考评的运行体制的问题。这是一个价值因素较少而技术因素较多的过程,是一种将政治学理念与现实政治分析相结合的过程,需要在党委、人大和政府各自的职能划分和权力制衡的基础上,探索建立相应的编制权、执行权和审查监督权三者之间的相对分离和相互制衡的有效途径,进而逐步完善对政府财政支出事前进行决策考评、事中进行执行考评以及事后进行结果考评的运行体制,并能将人大对政府的绩效考评结果进行有效的反馈和利用,进而实现更有效的治国理政。The supervision of the government＇s financial budget under the NPC is the breakthrough for the reform and improvement of the NPC system.Now how to scientifically assess it is the core of the issue,which is a process more about the technical factors than the value ones,and a process of combining the political concepts with the practical political analysis.We need to explore the effective way of counterbalancing the corresponding establishment right,the execution right,and the examination right,based on counterbalancing the power of the Party committee,the people＇s congresses and the government,in order to gradually improve pre-time,in-time and after-time supervision of the government＇s expenditure,and effectively feedback and use the evaluation results for more effective governance of the country.
