环中国圈内区域经济发展路径与动力辨析

摘　　要：中国改革开放取得巨大成就开启了一个新的世纪,中国模式蕴涵的发展本源和动力不仅是国家实现起飞的关键,也关系到国家可持续竞争力态势。审视现实中国经济存在的发展瓶颈问题,辨析内外力风险及效果,特别是在经济全球化背景条件下,外资大举进军中国主导产业和民族地区,国家宜坚持"海防"与"塞防","官防"与"民防"并重思想,从国防安全、地区稳定、经济发展和文化繁荣的战略高度和综合方略布局环中国圈疆域,努力在较短的时间内,在东北、西北、西南、东南打造经济增长极、民族和谐极、文化繁荣极和国防安全极。The great achievements resulting from China’reform and open-up policy opened a newcentury.The development origin and motivation contained in the China pattern are not only the key for China to take off,but also relate to sustainable competitiveness.Looking at the bottlenecks that exist in the reality of China’s economic development,analyzing the risks and effects from inside and outside force,especially under the economic globalization,foreign investments entering into China’s leading industries and national areas,China should adhere to lay equal stress on＂coast defense＂ and ＂border defense＂,＂official defense＂ and ＂civil defense＂,and layout China-rim domain,strategically and comprehensively,considering national security,regional stability,economic development and cultural prosperity.Also,China should,in a short period of time,construct economic-growth-pole,national-harmony-pole,cultural-prosperity-pole and national-security-pole in northeast,northwest,southwest,and southeast.
