行政补贴的概念辨析

摘　　要：近几年,我国为了解决一些突出的社会问题,如三农问题、高新技术产业的发展问题、区域发展不平衡问题、大学生和农民工就业难问题,国家颁布了大量的有关补贴的法律和政策规定。但什么是行政补贴?行政补贴属于哪类行政行为?通过行政补贴与《反补贴条例》的补贴概念、行政补贴与行业补贴和岗位津贴、行政补贴与行政指导、行政补贴与行政给付等相关概念的辨析,行政补贴应归类到行政给付中的资助行政。In recent years,to solve some outstanding social problems,Such as the three agricultural problems,High-tech industry development issues,Uneven regional development issues,College students and migrant workers employment issues,our coutry promulgated a large number of relevant administrative subsidies laws and policies.But what is the administrative subsidy？ What types of administrative behavior are the administrative subsidies？ Through administrative subsidies and the Anti-Subsidy Regulations takes the concept of subsidies,administrative subsidies and trade subsidies and post allowances,administrative subsidies and administrative guidance,administrative subsidies and administrative payment,and other related concepts,administrative subsidies should be categorized into administrative pay.
