论农民工社会保障的公平理念

摘　　要：公平是当前中国改革发展的重要价值取向和农民工社会保障的基本立足点。农民工社会保障的公平理念有三层含义:底线公正、机会公平和结果公平,这种公平在农民工社会保障制度设计中体现为政府的责任、制度模式的选择、项目的优先序和目标的阶段性。Justice is an important value in China's reform and social development and it is the starting point to set up social security system of rural migrant workers.We can understand the idea of justice of rural migrant workers' social security from three angles,which consist of bottom justice,chance justice and result justice.This kind of justice can be regarded as government's responsibility,choice of institutional models,order of items and stages of realizing targets.
