摘　　要：随着中国从计划经济向社会主义市场经济转型,城市社会结构发生了巨变,原有的城市管理模式失灵,需要寻找一种新的城市基层社会管理模式。"村民自治"的成功经验,促使政府决定通过"直选"来改造传统的居委会,以解决城市基层社会的棘手问题。中央有关居委会直选的政策,经历了一个不断发展、丰富与深化的过程。With the transformation of Chinese planned economy to market economy,the social structure in the cities have witnessed dramatic changes,resulting in the dysfunction of the original municipal management mode and the need of a new one. The successful experience of the＂autonomy by the villages＂has urged the government to reconstruct the traditional community residential committee through direct election to solve the tricky problem in the municipal grass-roots society.The Chinese government’s policy on the direct selection in the community residential committee has also been continuously developed, enriched and deepened.
