摘　　要：目前要实现真正的数据共享与交换仍面临一些问题。通过分析数据资源共享与交换的本质，提出数据资源具有商品的特定属性，数据资源共享与交换本质上是具有商品特性的一种交换形式，从理论上提出，为推动数据资源共享与交换必须要解决4方面的问题，结合“数字黄河”的实际，讨论了“数字黄河”工程在数据资源共享与交换方面的制度设置和实践。加强数据资源共享管理，可有效促进共享工作开展。At present, there still are some problems need to be solved to realize real data sharing and exchange. By analyzing data resources sharing and exchange, the writer illustrates that data resources have specific commodity attributes, and that data resources sharing and exchange essentially is a sort of exchange form features with commodity characteristics. Four aspect issues need to be solved to promote data resources sharing and exchange are raised theoretically. The paper discusses system settings and practice of data resources sharing and exchange for ＂Digital Yellow River＂ project. Its practice has proven that strengthening sharing management for data resources can effectively promote the development of data sharing work.
