摘 要:水务一体化管理对信息整合共享,有效支撑基础管理和公共服务提出了新的需求。结合信息技术的发展和水务管理的需求,开发了支撑防汛保安、水资源管理、水环境整治、电子政务等多目标任务的水务公共信息平台。设计了水务公共信息平台的总体架构、数据架构和应用架构。在WebGIS、中间件技术的支持下,基于“一张图”汇聚了水利、供水、排水、水文、气象、海洋、海事等相关部门的多源异构信息。基于“一张图”的水务公共信息平台在防汛保安和水资源管理等方面得到具体应用,减少了灾害损失,提高了服务水平,降低了建设和运维成本。Integrated management of water affairs raises new requirements for information integration and sharing, effective support for basic management as well as public service. Water affairs common information platform for multi-objective tasks of safety ensurance for flood control, water resource management, water environment renovation and E-government affairs was developed in accordance with requirements of information technology development and water affairs management. This article designs general framework, data framework and application framework of the platform. By technologies of WebGIS and middleware, multi-source heterogeneous information for departments of water resources, water supply, drainage service, hydrology, meteorology, ocean and maritime affairs are aggregated in one chart. The information platform has been widely applied in ensuring safety of flood control and water resources management to reduce loss caused by disasters, increase service level, and lower cost of construction, operation and maintenance.
