摘　　要：发展循环经济和节能减排是21世纪最重要的发展战略。本文借鉴国内外生活垃圾收费经验,以河北省为例,分析、评价了定额用户收费和计量用户收费方式的特色;估算出计量用户收费垃圾的单位费用;给出了惩罚费率a的计算公式以及一些实用值;进一步计算了实施计量收费方式给政府带来的收益,并提出可能出现的问题及其对策。Developing recycle economy and saving energy reducing pollutant emission are the most important strategies and actions in the 21st century. This text uses the experience of charging solid waste both at home and abroad for references ,taking hebei province as an example,analyzes the advantages of charging a general fee of waste and charging fee by each unit of waste ; estimates the unit expenses of charging fee by each unit of waste; provides the calculation formula of punishment rate ＂ a＂ and some practical value; further calculates the incomes of government after taking the method of charging fee by each unit of waste and pointes out the questions and countermeasures that may appear.
