摘　　要：对地方科技产业化项目评价问题进行了研究,指出对立项项目进行评价,一方面可以降低科技项目管理风险,促进地方科技资金的优化配置;另一方面,地方科技管理部门可以结合评价结果,为科技产业化项目提出指导建议和改进方向。国家和地方财政资金由于目标不同,导致项目支持的阶段也有所不同,因此,对于国家和地方的科技产业化项目的评价应该有所区别和侧重。文章建立了适用于地方科技产业化项目的评价指标体系和评价模型,并通过实证分析验证了模型的有效性。评价结果的应用对于地区的科技发展和技术进步具有重要的现实意义。The implementation of science and technology industrialization project is one of the most important ways that depends upon the advance in technology to promote the economic development and also the important medium which realizes the technical achievement transforms. Through the evaluation study on the local science and technology industrialization project, this paper points out, on the one hand, it can reduce the risk of technological project management and realizes the technical fund optimized disposition, on the other hand, with the measure results the local science and technology control section may propose the instructing suggestions and improving directions for the science and technology industrialization project. Because of the different goals of the national and local finance fund, the project supporting is in the different stages. Therefore, the appraisal of the national and the local science and technology industrialization project should have different focus and stress. This study establishes the appraisal indicator system which is suitable for the science and technology industrialization project and has confirmed the validity of model through the empirical analysis. The application has the vital practical significance to the local technological progress and advance.
