南京市失地农民基本养老保险给付水平分析

摘　　要：随着城市化、工业化的速度加快,城市空间扩张造成大量的失地农民。为失地农民提供养老保障已成为移民安置方案之一。该文构建了失地农民基本养老保险测算模型,并根据南京市历年数据对被失地农民养老保险在个人账户下和统筹帐户结合下的给付水平进行了测算与合理性分析,提出现有的失地农民基本养老保险水平偏低,需要进行调整以维护失地农民的基本权益。As a result of modernization and urbanization, the expansion of urban areas leads to large quantities of landless peasants. The basic endoement insurance system for landless farmers is a social security system established by the government for such kind of vulnerable group. This paper establishes mathematical models and uses the models to assess and analyze the payment level based on personal accounts as well as the social mutual assistance programs. The result has revealed some irrationality within the current basic endowment insurance system for landless farmers in Nanjing. And the authors have also proposed that the pension be adjusted to political and economic development.
