摘　　要：该文认为,辽宁沿海经济带开发作为国家战略推进,对于全面振兴东北老工业基地、整体开发环渤海经济圈、完善全国海域经济发展布局和造就东北亚区域经济合作关系,进一步促进区域协调发展和扩大对外开放,推动中国参与国际竞争与合作,都具有重大的区域价值。因此,不仅要从理论上认证辽宁沿海经济带开发的区域价值,而且还必须创意和采取务实的推进对策来加以实现。The development of Liaoning coastal economic area has already become a national strategy and released the market effects spreading not only within the nation but also throughout the world. It has significant regional value to overall revitalize the old northeast industrial base, develop Bohai Economic Sphere, improve the national oceanic economy development arrangement and forge the regional economic cooperation in Northeast Asia, as well as prompt the opening up and engagement of our country in international competition and cooperation
